The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

5. MEETING OPEN TO THE PUBLIC

Moratorium on Buildinq Construction

Mr. Stanley Rathbone, 325 Ray Street, stated that there should
be a moratorium on all building construction because of the water
situation.

Problems on the Moller Property

Ms. Dorothy Bevard, 7974 Hillsboro Court, stated that the
Moller property has created several problems in the area: (1) big
rigs are parked on the property and start their engines as early as
4:00 a.m.; (2) guns are being shot off in spite of the fact that
the shooting club no longer exists; (3) the Boy Scouts paper
dumpsters are parked on the property, causing noise problems early
in the morning and scattering paper all over the place; and
(4) houses will be approved for the quarry property that has not
been reclaimed, as provided by State law. She indicated that the
City should have a liaison with the County for issues like this.

Mr. Mercer requested Ms. Bevard to get in touch with the City
Manager, who takes care of County-related issues for the City.

Ms. Mohr inquired what the status of the Moller annexation is
and if the target range could be banned as soon as the property is
annexed.

Mr. Elliott replied that the annexation is within a month to
six weeks of being final.

Mr. Swift explained that it was his understanding that the
target range is not a legal use and that all non-conforming illegal
uses would cease when the property is annexed.

6. PUBLIC HEARINGS
There were no public hearing items presented at this meeting.

- 4 -
1-8-91
