MEETING OPEN TO THE PUBLIC <br /> <br />Moratorium on Buildinq Construction <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, stated that there should <br />be a moratorium on all building construction because of the water <br />situation. <br /> <br />Problems on the Moller Property <br /> <br /> Ms. Dorothy Bevard, 7974 Hillsboro Court, stated that the <br />Moller property has created several problems in the area: (1) big <br />rigs are parked on the property and start their engines as early as <br />4:00 a.m.; (2) guns are being shot off in spite of the fact that <br />the shooting club no longer exists; (3) the Boy Scouts paper <br />dumpsters are parked on the property, causing noise problems early <br />in the morning and scattering paper all over the place; and <br />(4) houses will be approved for the quarry property that has not <br />been reclaimed, as provided by State law. She indicated that the <br />City should have a liaison with the County for issues like this. <br /> <br /> Mr. Mercer requested Ms. Bevard to get in touch with the City <br />Manager, who takes care of County-related issues for the City. <br /> <br /> Ms. Mohr inquired what the status of the Moller annexation is <br />and if the target range could be banned as soon as the property is <br />annexed. <br /> <br /> Mr. Elliott replied that the annexation is within a month to <br />six weeks of being final. <br /> <br /> Mr. Swift explained that it was his understanding that the <br />target range is not a legal use and that all non-conforming illegal <br />uses would cease when the property is annexed. <br /> <br />6.
