MATTERS INITIATED BY COUNCILMEMBERS <br />Item 8a <br />Update Report - Service Commercial (C-S] Zoninq District Study for <br />4167 and 4175 First Street (SR 91:342) <br /> <br /> Mr. Mercer indicated that Ms. Scribner had requested that the <br />uses for the area in question be studied. He added that there is <br />now a request to build a mortuary on the site. <br /> <br /> Ms. Scribner stated that she initiated the study because of an <br />earlier application to put a carwash in the area. She indicated <br />that she does not have a problem with having a mortuary in its <br />place and that the Planning Staff would not need to pursue the <br />study. <br /> <br />Item 8b <br />Lapsing Provision for Planned Unit Development (PUD) Development <br />Plans (SR 91:332) <br /> <br /> Mr. Tarver stated that he is proposing a tightening of the <br />provision for PUDs, for both residential and commercial projects, <br />to avoid development backlogs. He recommended that residential <br />units and commercial projects that have been approved over three <br />years ago and have not been constructed be reevaluated to determine <br />whether or not the projects will be built so that services such as <br />sewer and street capacity which have been reserved for the projects <br />may be appropriated to other projects. <br /> <br /> Mr. Mark Sweeney, Prudential Property Company, 4309 Hacienda <br />Drive, stated that he had concerns regarding some of the provisions <br />amending the ordinance. He requested that no amendments be <br />initiated until the business community is given the opportunity to <br />work with City Staff to analyze the need for an amended ordinance <br />and come up with some alternatives that would be viable for both <br />the business community and Staff. He explained that processing <br />commercial projects is an expensive proposition and that developers <br />sometimes process projects with no intention to build. He added <br />that it is typical for a business park developer to have an <br />inventory of unbuilt buildings, which can be modified by a <br />prospective tenant. He offered to answer questions on any of the <br />Hacienda Business Park projects listed on Exhibit B of the Staff <br />Report. <br /> <br /> Ms. Mohr asked Mr. Sweeney for his opinion on the Staff's <br />recommendation for three years with Council review. <br /> <br /> - 7 - <br /> 8-20-91 <br /> <br /> <br />
