419 <br /> <br /> Ms. Mohr commented that the ability of a developer to retrofit <br /> homes in order to free up capacity for a new project would be one <br /> way of dealing with older houses. She inquired how Staff would <br /> address commercial and public buildings that predate low-flush <br /> toilets. <br /> <br /> Mr. Swift replied that Staff is suggesting an in-lieu fee <br /> system, and the City would set up a program that would deal with <br /> setting up priorities in the community. He added that this system <br />~ has been successful in many other communities. <br />O9 Ms. Mohr commented that Staff would have to check on the <br />I-- enforcement of the retro-fit program. <br />< <br />Z Mr. Mercer indicated that the water conservation concepts <br /> presented in the reports were good. He stated that he would like <br /> to have Staff sit with the real estate community and other <br /> concerned parties, such as landscape contractors and plumbers, and <br /> come back with another report which would be viable and acceptable <br /> to both the Staff and the community. <br /> <br /> Mr. Tarver stated that interested citizens are invited to <br /> participate in the discussions. <br /> <br /> Mr. Butler stated that one aspect to consider with respect to <br /> the retro-fit at resale program is the possibility of looking at <br /> the inventory of older homes in the City and how it might be <br /> affected by an offset program.
