REPORTS OF THE CITY MANAGER <br /> Item 12a and Item 12b were considered together. <br /> <br />Item 12a <br />PreliminaryDraft Water EfficientLandscapes and Irriqation Systems <br />Design Ordinance (SR 91:345) <br /> <br />Item 12b <br />Draft Water Conservation Ordinance (SR 91:346) <br /> <br /> Ms. Tricia Thomas, Southern Alameda County Association of <br />Realtors in Hayward, stated that the Association promotes water <br />conservation. She indicated that the retro-fit requirement upon <br />transfer or sale of property, as presented in Section 20.48.060(B) <br />of the proposed ordinance is very restrictive and offered to work <br />with City Staff to look into some other creative measures that <br />would be less restrictive and more acceptable. <br /> <br /> Mr. Robert Cordtz, 262 West Angela Street, commended Staff for <br />its water reports. He inquired how Staff would handle the <br />situation when the entire City reaches the point where all the <br />residents are conserving water and cannot conserve any further. <br /> <br /> Mr. Mercer referred the question to Staff. <br /> <br /> Mr. Swift replied that the more efficient the City becomes <br />with drought resistant landscaping and water conservation methods, <br />the less ability it would have to conserve further because there <br />would be nothing more to cut back on. <br /> <br /> Mr. Butler commented that the requirement to retro-fit on sale <br />would be a good way to proceed. He added that the only concern he <br />had with the proposed ordinances is the two gallons of water per <br />minute (gpm) restriction on the use of a garden hose. He indicated <br />that there should be a balance for garden hose irrigation between <br />the capacity for irrigation and the length of use because two gpm <br />would not be sufficient for outside watering and would encourage <br />overnight watering. He also expressed concern about its <br />enforcement. <br /> <br /> Mr. Tarver stated that Staff's recommendation to meet with <br />concerned groups prior to coming up with the final draft ordinance <br />is good. He pointed out that retro-fitting houses may not be <br />difficult if it were linked to the offset program, which was not <br />covered in the mandatory rationing issue. <br /> <br /> - 21 - <br /> 8-20-91 <br /> <br /> <br />
