341 <br /> <br /> Ms. Maudalane Marshall, 1405 Elliott Circle, Vice Chair of the <br />Parks Subcommittee, stated that she would be glad to serve on the <br />panel. She added that Chris Meidl, Chair of the Parks <br />Subcommittee, had requested her to informthe Council that he would <br />be willing to continue to serve. She pointed out to the Council <br />that the members are average citizens, not experts, and would need <br />Staff assistance. She also expressed concern that 75 days may not <br />be sufficient time for the panel to complete its task. <br /> <br /> Ms. Pat Stillman, a resident of Sunol, commented that all <br />eight Chair and Vice Chair represent the majority, and that with <br />the general committee Vice Chair, the landowners, and the <br />minority/preservationists, the membership would yield an eleven-to- <br />two ratio, in favor of the majority. <br /> <br /> Ms. Emily Wagner, 520 Rowell Lane, Chair of the Residential <br />Subcommittee, indicated her willingness to serve in the panel. She <br />added that Mr. Darryl Alexander, Vice Chair, has likewise indicated <br />his willingness to serve. With respect to Ms. Stillman's comment, <br />she noted that the Chair, Vice Chair and Recorder were not allowed <br />to vote at the general committee meetings. <br /> <br /> Mr. Tom Law, 7331 Elmwood Circle, Chair of the Quasi Public <br />Subcommittee, stated that he would be happy to serve in the panel. <br />He indicated that he also had written statements from Janet <br />Cristiano, Vice Chair of the Quasi Public Subcommittee, and Chris <br />Meidl, Chair of the Parks Subcommittee, indicating their <br />willingness to serve. <br /> <br /> Ms. Becky Dennis, 838 Gray Fox Circle, expressed concern about <br />the balance in the panel and suggested that the membership be <br />broadened. She noted that one of the reasons the Steering <br />Committee members worked so well together, despite the differences <br />in viewpoints on many issues, was because of the dynamics of <br />working things out during which no member's opinion was considered <br />insignificant relative to the whole. She stated that it would be <br />good to have more minority opinion represented in the panel because <br />the panel is not commissioned to change the plan but to develop an <br />implementation process which would ensure that people's concerns <br />are addressed, that questions that need to be asked are asked, and <br />that the impact and cost to the City, as well as who benefit from <br />the plan, are discussed. She pointed out that although the Chair, <br />Vice Chair and Recorder were neutral and were not allowed to vote, <br />none of them expressed the opinion that the Final Report was <br />incomplete and needed further work when the Report was presented to <br />the Planning Commission and the Council. They were strong <br />proponents of the plan, which they indicated could go on the ballot <br />in November 1991.
