323

Mr. Mercer pointed out that accepting the Report and forwarding it
to the Planning Commission is only one of the alternatives
presented by Staff. He indicated that Council could review and
analyze the Report but that he would prefer to have the Planning
Commission do that and send a report back to Council.

Mr. Tarver stated that initially, he did not want to accept
the Final Report. He indicated that work still needs to be done
and that the Planning Commission would have to do a large part of
it. He pointed out that reconvening the Committee would not be a
real alternative because of the bad feelings that have evolved
among the members.

Mr. Butler informed the Council that because of long-standing
plans, he would not be able to attend the July 30th and August 6th
Council meetings.

Mr. Mercer stated that the product is more important than
time. He emphasized that Council should make sure that the
Planning Commission understands that the product is the most
important issue here; more important than getting the report in.

Mr. Butler added that feasibility and fiscal aspects of the
plan should be studied, among other things.

It was moved by Ms. Mohr, and seconded by Mr. Tarver, that
Resolution No. 91-112 be adopted, approving Option 1 under
Discussion of the Staff Report: Accept the Ridgelands Committee
Report, thank the Committee for its hard work, provide any
appropriate comments for Planning Commission review, and forward
these to the Planning Commission for its public hearing on
July 24th.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

Council then discussed the rest of the Agenda items, starting
with Item 6c.

Item 6c
Adoption of the Fiscal Year 1991-92 Operatinq Budqet (SR 91:285)

Mr. Mercer declared the public hearing open on the
application.

- 27 -
7-16-91
