312 <br /> <br /> He added that the District has indicated that there are not enough <br /> students in the neighborhood, that the site is not big enough for <br /> a school, and that the students are being served adequately in the <br /> existing schools. He pointed out that the District's analysis of <br /> students in Del Prado show that there are about 600 school-age <br /> children in the area and that the site, when used with the existing <br /> park site, would be able to support a facility for 600 students. <br /> In addition, there are about 4,000 students in the seven elementary <br /> schools in the City, none of which have a single science room or <br /> teacher due to lack of space. He proposed that the Del Prado issue <br /> be brought before the community before the site is converted to <br /> residential housing. <br /> <br /> Ms. Haugen emphasized that the District needs to have the <br /> entire package in order to preserve the integrity of the District's <br /> entire long-term program. With respect to the upper field, she <br /> indicated that the City has been paying $1 a year to lease a site <br /> whose property value has increased significantly over the years. <br /> She clarified that it is one of the functions of the District <br /> Board's elected officials to determine the use and development of <br /> school property for school uses without going through the City's <br /> planning process. In connection with the Del Prado site, she <br /> stated that the District feels that the students in the area could <br /> be accommodated by the Donlon and Walnut Grove schools; however, <br /> the alternative of building a school on the site could be <br /> considered if the residents in the area feel that they should have <br /> a school, and if an assessment district could be formed to raise <br /> the money for the school. <br /> <br /> Ms. Scribner suggested that rather than deal with publicly <br /> owned land on a piecemeal basis, a committee consisting of two <br /> Councilmembers and two District Board members be established to <br /> explore all the options for the appropriate development of those <br /> publicly owned land to determine if there are other alternatives <br /> that would be acceptable to both parties. <br /> <br /> Mr. Tarver stated that he could not support an "all or <br /> nothing" approach. He agreed with Mr. Brandes that there should be <br /> consistency in the application of the Growth Management policy on <br /> all projects. He added that he supported Staff's recommendation <br /> for the Sycamore and Abbie Street sites but not for the Del Prado <br /> site. He expressed concern about the use of surplus property for <br /> raising revenues to fund schools and stressed the importance of <br /> working together to find ways to fund the construction of schools <br /> in a timely manner. <br /> <br /> - 16 - <br /> 7-16-91 <br /> <br /> <br />
