Item 6b(1) Approval of Capital Improvement Program for 1991-1995 Item 6b(2) Public Facilities Master Plan These two items were continued to the July 16, 1991 City Council Meeting. Item 6c(1) Supplemental Report on Water Resources (IR 91:36) Item 6c(2) Water Off-Set Programs (IR 91:38) Item 6c(3) Moratorium on New Water Hookups (IR 91:22) Item 6c(1), Item 6c(2), and Item 6c(3) were considered together. Mr. Mercer declared the public hearing open on the items. Ms. Margaret Tracy, a resident of Livermore, complimented the Staff for its report on the off-set program and the low-water landscape program. She handed the Councilmembers some papers which included the General Conclusion of Engineer B. J. Miller's seminar on "Management of Water in California," which was held in UC Berkeley on June 7th, and the Time-Line of Proiect Development from the State Department of Water Resources (DWR) February 1990 publication, "California State Water Project." She pointed out that the Delta Facilities, Kern Water Bank, and Los Banos Grandes Offstream Storage projects would be in place by the turn of the century and would supplement the State's water systems. She indicated that the State is experiencing a serious drought situation and does not have the capability to deliver 100% of its water contract this year.
