She handed the Councilmembers some papers which <br />included the General Conclusion of Engineer B. J. Miller's seminar <br />on "Management of Water in California," which was held in <br />UC Berkeley on June 7th, and the Time-Line of Proiect Development <br />from the State Department of Water Resources (DWR) February 1990 <br />publication, "California State Water Project." She pointed out <br />that the Delta Facilities, Kern Water Bank, and Los Banos Grandes <br />Offstream Storage projects would be in place by the turn of the <br />century and would supplement the State's water systems. She <br />indicated that the State is experiencing a serious drought <br />situation and does not have the capability to deliver 100% of its <br />water contract this year. In addition, demand has exceeded supply <br />in the last eight years, and there has been an overdraft of the <br /> <br /> - 6 - <br /> 6-18-91 <br /> <br /> <br />
