183 <br /> <br /> Mr. Faber replied that the Regional Homeowners Association, <br />consisting of about 300 persons bordering Abbie Street and Miradot <br />Driver, was established to address the neighborhood's concerns <br />about what happens in the area. <br /> <br /> Mr. Don Temple, 6409 Alisal Street, Vice President of Alisal <br />Improvement Association, commended City Staff and Shapell <br />Industries for their work on the project. He expressed regret that <br />the plan does not include a north-south circulation which can be <br />provided only by the Bonde Ranch and which would help reduce <br />congestion in the downtown area as well as reduce trip time. He <br />added that closing this corridor at this time would negatively <br />impact the area to the south. <br /> <br /> Mr. Blaise Lofland, 1039 Nelson Court, a Pleasanton resident <br />for 10 years, requested that the revised project be approved if <br />Council decides to cancel the Williamson Act Contract for Bonde <br />Ranch. With respect to Mr. Temple's statement regarding the north- <br />south collector road, he pointed out that the Staff Report <br />indicates that that would not be feasible. He added that <br />constructing a collector road through the Bonde Ranch would put a <br />traffic load meant for Independence Drive and Junipero Drive on <br />Ventana Hills and Mission Park. <br /> <br /> Mr. Gary Schwaegerle, 189 West Angela Street, indicated his <br />support for the project and commended Shapell Industries for its <br />excellent job with the neighbors. He expressed concern about the <br />traffic going down Bernal Avenue from 1-680 and suggested that the <br />developments in the area work together to widen the road to <br />alleviate traffic. <br /> <br /> Ms. Pat Murray, 4470 Mirador Drive, indicated that she was <br />neither in favor of or opposed to the project but that she could <br />not understand why she is being asked to give up her garden and <br />water so the Bonde property can be developed. She questioned why <br />the City continues to approve developments when the community is on <br />25% voluntary water rationing. <br /> <br /> Mr. Mercer explained that what is being considered at this <br />meeting is the Bonde Ranch EIR and development plan. If these are <br />approved, the developer would have to go through the Growth <br />Management process. If the development obtains Growth Management <br />approval, the construction of the units could be spread out over a <br />number of years. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, indicated that he was <br />opposed to the development because of the current water situation. <br /> <br /> - 7 - <br /> 5-21-91 <br /> <br /> <br />
