181 <br /> <br /> Mr. Tarver asked Mr. Pereira, with respect to the cancellation <br />of the Williamson Act Contract, why he believes there is no land <br />available for similar use, and on what the assessed valuation of <br />the property of $27,000 an acre is based. <br /> <br /> Mr. Pereira replied that the figure was provided to the City <br />by the County Assessor's Office. He then read a list of the <br />different undeveloped properties within two miles of the Bonde <br />Ranch, including the owners/developers of the properties and their <br />development status, if any. <br /> <br /> Ms. Scribner asked Staff to explain the what is involved in <br />rezoning the site to a PUD district without canceling the <br />Williamson Act Contract and approving the project and conditioning <br />it so the land stays in the Williamson Act Contract until it <br />expires in 1999. <br /> <br /> Mr. Swift stated that the Williamson Act Contract allows only <br />agricultural uses. He explained that the PUD zoning is flexible <br />enough to restrict the uses to agricultural during the term of the <br />Williamson Act Contract. He added that Council could also approve <br />a development plan that would take effect only after the expiration <br />of the Williamson Act Contract. <br /> <br /> Mr. Frank De Piero, 831 East Angela Street, a Pleasanton <br />resident for 20 years and whose property borders the Bonde Ranch, <br />stated that all his concerns about the project were addressed by <br />Mr. Pereira and that he was impressed with the sensitivity with <br />which the project was handled. He indicated that the traffic in <br />the area should not be carried by one street and requested Council <br />to approve the extension of Mirador Drive to provide some relief in <br />the East Angela Street/Bernal Avenue area. <br /> <br /> Mr. Henry Cavagnolo, 773 East Angela Street, a resident of <br />East Angela Street for 30 years, stated that the City planners have <br />done an exemplary job with the Bonde proposal. He indicated that <br />the developer has met with the neighbors to alleviate their <br />concerns, but that a real concern exists with respect to the need <br />for more access to Bernal Avenue, as well as for security and <br />safety. He pointed out the General Plan calls for the extension of <br />Mirador Drive to Bernal Avenue and that this should be accomplished <br />before the houses are constructed so the East Angela Street <br />residents do not have to bear the burden of increased traffic. <br /> <br /> Mr. Duke Bonde, Jr., 706 Neal Street, stated that the <br />extension of Bernal Avenue through the Bonde Ranch has made raising <br />stock on the Ranch infeasible. He indicated that he would like to <br />see Mirador Drive extended to Bernal Avenue. <br /> <br /> - 5 - <br /> 5-21-91 <br /> <br /> <br />
