197 <br /> <br /> Mr. Mercer referred the matter to Staff. <br /> <br /> Mr. Bill van Gelder, Traffic Engineer, indicated that it was <br />Staff's intent to have short-termparking only on the corners where <br />there are high customer turn-over businesses, since there are other <br />corners like that in front of Pleasanton Hotel where a 20-minute <br />zone would not be appropriate. He added that at the time the Staff <br />Report was written, there were differences of opinions regarding <br />the number of minutes for the short-termparking. A consensus was <br />reached at subsequent meetings with the Pleasanton Downtown <br />Association, the Chamber of Commerce and the property and business <br />owners that 20 minutes would be acceptable. <br /> <br /> Mr. Tarver inquired if 20-minute parking zones at the corners <br />would be practical in terms of enforcement. <br /> <br /> Police Chief Bill Eastman indicated that it would be <br />difficult. <br /> <br /> Ms. Scribner commented that the block on Division Street <br />between Main Street and Peters Avenue would be the only section in <br />the downtown area that would have a one-hour parking limit. She <br />stated that a two-hour parking limit would be appropriate for <br />businesses on this block such as the hair salon and the museum. <br />She inquired why a change was not proposed. <br /> <br /> Mr. van Gelder replied that a Staff review of the parking <br />turn-over on that block indicated that a one-hour parking limit was <br />sufficient. He stated that the parking limit could be changed to <br />two hours, if Council finds that appropriate. <br /> <br /> Mr. Tarver inquired how the .signage on the corners would be. <br /> <br /> Mr. van Gelder replied that the curb would be painted green <br />along the length of the stall, with a white stencil indicating <br />"20-Minute Parking." <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Mohr, that <br />Resolution No. 91-80 be adopted, revising Section 10 and Section ll <br />of the Traffic Appendix of the Pleasanton Municipal Code, to <br />convert all current one-hour parking limits in the downtown area to <br />two hours, with the exception of 20-minutes parking zones on <br />appropriate corners along Main Street. <br /> <br /> - 21 - <br /> 5-21-91 <br /> <br /> <br />
