192 <br /> <br /> Mr. Tarver indicated that majority of the neighbors have <br /> indicated that they do not want Mirador Drive extended. In <br /> addition, the preschool and the elementary school in the area are <br /> a major safety issue, bigger than the fire access, which can be <br /> provided by leaving an emergency access way through Mirador Drive, <br /> if necessary. <br /> <br /> Ms. Scribner stated that extending Mirador Drive would help to <br /> balance the traffic load in the entire area. She added that <br /> Mirador Drive was designed to be a collector street and extending <br /> it would allow for a better response time for emergencies, fire and <br /> police. <br /> <br /> Mr. Mercer stated that over the years, people have found their <br /> way in and out of the neighborhood and that opening Mirador Drive <br /> would not direct much additional traffic off of the existing <br /> streets. He believed that because of the school, the pre-school, <br /> and the two churches, the neighborhood will be better served in the <br /> long run if the road were not opened. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that the <br /> plan be modified to extend Mirador Drive to B Street. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, and Scribner <br /> NOES: Councilmember Tarver and Mayor Mercer <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Mr. Mercer inquired if Council would have to vote on each of <br /> the conditions that would go into the Development Agreement. <br /> <br /> Mr. Roush indicated that two different issues have been <br /> raised. Staff has identified Recommendations B through M which <br /> Council needs to take action on. With respect to the Development <br /> Agreement, Council should direct Staff to start negotiations with <br /> the developer for this Agreement, which will go through a separate <br /> process and come before the Planning Commission and the City <br /> Council at the tentative map stage. <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Mercer, to <br /> approve Staff Recommendations B through M, as set forth in the <br /> Staff Report. <br /> <br /> Mr. Tarver indicated agreement but expressed concern about <br /> water and the possibility of including an off-set program as a <br /> condition. <br /> <br /> - 16 - <br /> 5-21-91 <br /> <br /> <br />
