191 <br /> <br /> At this point, Mr. Tarver withdrew his second to Ms. <br />Scribner's motion, and it died for lack of a second. <br /> <br /> Ms. Mohr stated that what Ms. Bonde has ended up with on the <br />land that she currently occupies and is raising horses on is not <br />commercial activity but an expensive hobby that is not consistent <br />with the Williamson Act Contract. <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 91-77 be adopted, after making the findings set <br />forth in Exhibit "C" of Staff Report No. 91:205, certifying that <br />the Environmental Impact Report has been completed in compliance <br />with CEQA and that the Council has considered the information in <br />the Final Environmental Impact Report. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br />NOES: Councilmembers Scribner and Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was then moved by Ms. Mohr, and seconded by Mr. Butler, <br />that Resolution No. 91-78 be adopted, setting forth the findings <br />and granting tentative cancellation of the Agricultural Preserve <br />(Williamson Act) Contract. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br />NOES: Councilmembers Scribner and Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Butler stated that he was in favor of extending Mirador <br />Drive because it would benefit the majority of the people in the <br />area. He added that it would not siphon traffic off of Bernal <br />Avenue and congest the neighborhood streets but rather, would make <br />it easier for people to get to Bernal Avenue from their immediate <br />neighborhood. <br /> <br /> Ms. Mohr stated that the General Plan, which was laid out over <br />the years by hundreds of citizens as the best overall concept for <br />the City, designed Mirador Drive as an artery through the <br />neighborhood to share the traffic load in the neighborhood and <br />Bernal Avenue to be the circular loop around town. She added that <br />most of the undeveloped land left in the City is hilly and will be <br />low density, and that the San Francisco property is the only land <br />where affordable housing could reasonably be built. <br /> <br /> - 15 - <br /> 5-21-91 <br /> <br /> <br />
