152 It was moved by Mayor Mercer, and seconded by Mr. Butler, to substitute a motion which would deny an extension of growth management approvals to all projects with asterisks in the staff report with the exception of Kottinger Ranch, which will be given a 12 month extension. (SR91:508) Ms. Acosta suggested an amendment to the documents for the Callahan project which make it subject to the underwriting requirements of the respective first mortgage lenders for any applicants under the program. Mr. Bob Cordtz, 262 W. Angela, asked for clarification on the attachments on the staff report and on the resolution. Mr. Swift clarified that the Council will be adopting the policies that are included in Exhibit'A. Ms. Mohr confirmed that the program would be available to any project, not just to the Callahan project. Mr. Tarver stated that he thought that the concept could be used by others, but only $264,000 has been allocated for this project, although Council could raise that amount. Ms. Mohr referred to page two of the staff report and inquired about who pays closing costs? Also, could the buyer seek a third mortgage? 12/10/91 26
