152 <br /> <br /> It was moved by Mayor Mercer, and seconded by Mr. Butler, to <br /> substitute a motion which would deny an extension of growth <br /> management approvals to all projects with asterisks in the staff <br /> report with the exception of Kottinger Ranch, which will be given <br /> a 12 month extension. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Scribner, Tarver and Mayor Mercer <br /> NOES: Councilmember Mohr <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Scribner, that <br /> Ordinance No. 1539 be introduced, to be read by title only and <br /> waiving further reading thereof, to provide an extension of growth <br /> management approval to project with multi year approvals where the <br /> developer has competed a significant member of housing units within <br /> the project. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Scribner, Tarver and Mayor Mercer <br /> NOES: Councilmember Mohr <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 12d <br /> Review of Implementing Documents for Lower and Moderate Income <br /> Housing Programs. (SR91:508) <br /> <br /> Ms. Acosta suggested an amendment to the documents for the <br /> Callahan project which make it subject to the underwriting <br /> requirements of the respective first mortgage lenders for any <br /> applicants under the program. <br /> <br /> Mr. Bob Cordtz, 262 W. Angela, asked for clarification on the <br /> attachments on the staff report and on the resolution. <br /> <br /> Mr. Swift clarified that the Council will be adopting the <br /> policies that are included in Exhibit'A. <br /> <br /> Ms. Mohr confirmed that the program would be available to any <br /> project, not just to the Callahan project. <br /> <br /> Mr. Tarver stated that he thought that the concept could be <br /> used by others, but only $264,000 has been allocated for this <br /> project, although Council could raise that amount. <br /> <br /> Ms. Mohr referred to page two of the staff report and inquired <br /> about who pays closing costs?
