Her other concerns were with the easement to the rear of the <br />Starnes property. She prefers to keep access to the property for <br />purposes of fire safety. Mr. Swift further clarified the placement <br />of easements, driveways, and discussed the payment for maintenance <br />of the private road. It was pointed out that if Foothill Road were <br />to become four lanes, then the driveway to the Starnes property <br />would be too steep. <br /> <br /> It was moved by Mr. Tarver, and seconded by Mr. Butler, that <br />Ordinance No. 1531 be introduced, to be read by title only and <br />waiving further reading thereof, approving Case PUD-91-2, <br />application to rezone to PUD-Low Density Residential (LDR) and <br />approval of a development plan for a three lot single-family <br />custom home development on a 2.82 acre site on the west side of <br />Foothill Road, with a maximum 30' building height including <br />porches, decks, etc. and an access easement to the rear of the <br />Starnes' property, subject to conditions set forth in Exhibit B, <br />except that Condition No. 4 is modified to read the same as <br />approved by the Design Review Board, leaving all structural <br />decisions to the Design Review Board. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, and Tarver. <br />NOES: Mayor Mercer <br />ABSENT: None <br />ABSTAIN: None <br /> <br />7.
