112 <br /> <br /> San Francisco Property Task Force <br /> <br /> Mr. Frank Brandes, 6889 Corte Sonada asked that Council <br /> reconsider re-opening applications for the San Francisco Property <br /> Task Force. He referred to reports in the newspapers regarding the <br /> lack of response from the public. He assured Council that there is <br /> great concern as to what happens to this property. He sees that <br /> the reasons for the small number of applicants is the restrictive <br /> way in which the Council created the committee membership, and that <br /> some of the same people who may have been interested in <br /> participating in this are currently involved in the Ridgelands <br /> Committee, which involves a lot of time. <br /> <br /> 6. Public Hearings <br /> <br /> Item 6a <br /> AP-91-9/(GP-91-6/PUD-91-7), Krabbe-Osicki Partnership <br /> Appeal of the decisions of the Planning Commission to deny the <br /> application to (1) amend the General Plan Land Use Element <br /> designation of 0.92 acre site from General and Limited Industrial <br /> to Business Park or to any other land use designation deemed in th~ <br /> public interest, and (2) to fezone from General Industrial - 40,000 <br /> zoning district to the PUD (Planned Unit Development) - I/C-O <br /> (Industrial Commercial-Office) District or any other zoning <br /> consistent with the General Plan for the property located at 7116 <br /> Johnson Drive (200 ft. north of Commerce Drive). (SR91:479) <br /> <br /> Jeff Etnire, Attorney at Law, 6140 Stoneridge Mall Road, <br /> representing the applicants, indicated that the applicants are <br /> generally in agreement with the staff report and supports the <br /> recommendations. The only objection to the conditions is with <br /> regard to the payment of NPID fees of $3.00 per foot, or $120,000, <br /> for this one building. He further indicated that efforts to <br /> negotiate a reasonable sum with the NPID Steering Committee were <br /> unsuccessful. <br /> <br /> Mr. Etnire stated that the NPID Steering Committee has been <br /> talking about establishing guidelines since 1984 and no progress <br /> has been made. People who bought property after 1984 thought they <br /> were buying exempt properties and were not told anything different. <br /> Mr. Etnire further indicated that many properties have converted to <br /> uses which were more intensive and place a greater burden on the <br /> infrastructure, but have not had to pay any NPID fees. For example <br /> he cited the properties on Old Santa Rita Road,, which paid no <br /> fees, and the Chevron station on Hopyard Road, which paid a flat <br /> fee of $40,000. Mr. Etnire indicated his clients are asking for <br /> the same treatment as these other property owners, and further <br /> indicated that his client's building will have the same square <br /> footage, water needs, traffic, fire protection needs and an impact <br /> which should mean no additional NPID fees. <br /> <br /> 11/19/91 <br /> 4 <br /> <br /> <br />
