102 <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br /> Ordinance No. 1528 be adopted, to be read by title only and waiving <br /> further reading thereof, approving the application of Golden Eagle <br /> Farm Joint Venture for a major modification to an approved PUD <br /> Development Plan, to modify condition number 1B of PUD-85-15, as <br /> filed under case PUD-85-15-2M. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, and Mayor Mercer <br /> NOES: Councilmember Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 11. LEGISLATIVE UPDATE REPORTS <br /> There were none. <br /> <br /> 12. REPORTS OF THE CITY MANAGER <br /> <br /> Item 12a <br /> Council Priority Areas for 1993 Growth Manaqement Allocations <br /> <br /> Mr. Tarver stated his disagreement with the staff <br /> recommendation. He would like Council to not only talk about 1993 <br /> but also 1994 and 1995 and so on, in order for the development <br /> community to understand what the City needs and what projects the <br /> City is looking for. The City should mix affordable housing with <br /> other projects (i.e. 25% affordable and 75% of something else). <br /> There should not be any confusion in what it is that the City needs <br /> in housing. <br /> <br /> Mayor Mercer responded by stating that the City has an <br /> existing Growth Management Plan which has been working for years. <br /> By Council limiting approval to only projects of affordable <br /> housing, anybody else stopped from trying to move projects along. <br /> If a developer elects to move a project through the process, <br /> there's nothing that guarantees that this project will be approved <br /> while going through the Growth Management process. Selecting <br /> affordable housing projects as the only ones to work with, is not <br /> the way the General Plan is set up. He thought that he thinks that <br /> the proper way to do growth management is the way we have been <br /> doing it. Council will have a vote in the middle of next year as <br /> to what happens in the upcoming years. <br /> <br /> Mr. Tarver stated that Council is side-stepping the issue of <br /> affordable housing year after year. As long as this continues, the <br /> City will be getting the housing traditionally developed in <br /> <br /> 11/5/91 <br /> 8 <br /> <br /> <br />
