189

Don Temple, 6409 Alisal, referred to the staff recommendations
and felt that Council should support them. He felt that the impact
on the Benevides property is, measurable and will be devastating.
He asked that the whole property not be designated as residential.

Earl Bach, 446 Sycamore Road, presented a letter to Council
requesting the designation of Medium Density Residential on his
property.

Dick Daggett, 5311 Bruce Drive, indicated that he had been
trying to build a home on his property for 16 years and appreciated
that this has finally come to an end so that he can build.

Mr. Butler did not object to reconsidering the General Plan
designation of the office/commercial portion of this plan. The
reason he would do so is because it is a major change to the
project. However, he did not feel that there was a need to
consider the designation of the other Medium Density parcels that
were made.

Ms. Scribner agreed to reconsider Parcels 1, 4 and 5. She
reiterated Mr. Butler's comments and wanted Parcel 6, 7, 8, and 9
to stay medium density.

Mr. Tarver did not oppose reconsidering the designations for
these parcels. He was more concerned with the Greenes' and Bach's
property being low density under the original plan.

Mayor Mercer felt that these parcels should remain Medium
Density. Lots 1, 4 and 5 should be designed into an entrance that
would have a nice wall and trees, not commercial/office space. He
felt that these parcels did not need to be reconsidered.

Mayor Mercer asked if Mr. Levy's property was involved in this
process.

Mr. Swift answered yes because Mr. Levy's property is part of
the General Plan change; once the Specific Plan is finalized
(between June and September), Mr. Levy would be able to build. He
indicated that Mr. Levy could bring his plans in and staff could
begin the process.

It was moved by Mr. Butler, and seconded by Ms. Scribner, that
Resolution No. 92-77 be adopted, to reconsider the General Plan
designation of Parcels 1, 4 and 5 at the 4/21/92 meeting.

The roll call vote was as follows:
AYES: Councilmembers Butler, Scribner, and Tarver
NOES: Mayor Mercer
ABSENT: None
ABSTAIN: Councilmember Mohr

4/7/92 21
