188

22. REPORTS OF THE CITY MANAGER

Item 12a
Clarification of Size of Houses on Certain Lots in Golden Eaqle
Farms (SR92:139)

There was considerable discussion by Council and staff whether
Resolution No. 92-17 accurately reflected the Council;s intent on
January 7, 1992 whether there should be a cap on the size of the
homes on the 20 high visibility lots and whether any portion of the
garages should be included in the overall calculation of the square
footage of these homes.

It was moved by Mr. Butler and seconded by Ms. Mohr, that
Resolution No. 92-76 be adopted, (1) rescinding Resolution 92-17,
(2) deleting the term "medium" from the design guidelines for Tract
6033 and (3) for the 20 impact lots, the following shall apply: the
structure, not including the garage, should be 7,000 square feet or
less, but in all cases the design shall be the ultimate criterion;
if the garage exceeds 800 square feet, then square footage in
excess of 800 square feet shall count towards the 7,000 square foot
guideline.

The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

Item 12b
Staff Study of Council Direction Provided on 3/17/92 Reqardinq Land
Use Chanqes to the North Sycamore Specific Plan - Potential
Reconsideration of Medium Density Desiqnation of Parcels i and 4-9

Ms. Mohr abstained from this item because her employer resides
in this area.

Mary Greene, 386 Sycamore Road, read her letter to Council
dated April 6, 1992. She re-requested a Medium Density designation
for the Green's property and the removal of a 75 foot set back
restriction. She indicated that the Greenes did not have anything
to do with the configuration of projected drawings of their Parcel
in conjunction with the adjacent parcels for future development at
the highest or lowest potential capacity of dwellings. The Greenes
never wanted a 54 foot roadway and a 75 foot set back. She shared
her concern with the Depot Road going through their property and
concluded that their attorney, Richard Flynn, would be speaking at
the 4/21/92 City Council meeting.

4/?/92 20
