178 <br /> <br /> Mr. Butler disagreed and stated that the motion included <br /> denial of the General Plan amendment. <br /> <br /> Mr. Roush replied that Council could initiate a General Plan <br /> amendment to change the land use designation. <br /> <br /> Ms. Mohr asked in what form would a motion have to be to <br /> indicate that Council wanted a June General Plan amendment for low <br /> density to be returned in June. <br /> <br /> Mr. Roush stated that Council would have to adopt a Resolution <br /> of intention to change the General Plan to the appropriate <br /> designation. <br /> <br /> Mayor Mercer indicated that the neighbors could continue <br /> working with the developer. This was assuming that the developer <br /> could bring the project back on the same evening that Council would <br /> amend the General Plan. Growth Management approval could then <br /> follow. <br /> <br /> Mr. Roush stated that the Growth Management Ordinance would <br /> need to be amended in order to accomplish that because there would <br /> have to be Growth Management approval and Mr. Tarver's motion <br /> eliminated that. <br /> <br /> Mayor Mercer asked if the 37-unit proposed project could have <br /> been approved so as to permit Growth Management. <br /> <br /> Mr. Roush answered Option 3 of the staff report permitted <br /> that. Staff did not recommend that option because there would be <br /> some question whether Council was giving final approval as opposed <br /> to conceptual approval. <br /> <br /> Mr. Tarver referred to Mr. Butler's statement that he did not <br /> want the whole process to start over and explained that he was <br /> concerned that it did not take into consideration the petition that <br /> the residents had submitted. He did not object to Mr. Butler's <br /> proposal if it was intended to give an equal opportunity for the <br /> applicant and the neighbors to agree on a PUD. <br /> <br /> Mr. Butler agreed and stated that was his intent. <br /> <br /> Ms. Mohr felt that it was premature to make a modification to <br /> the General Plan to accommodate the developer. She stated that <br /> this should be done when the plan is complete. <br /> <br /> Mr. Roush stated that the Growth Management Ordinance could be <br /> changed at any time. <br /> <br /> 4/7/92 10 <br /> <br /> <br />
