194 <br /> <br /> Rosemarie Baker, 6170 Via de Los Cerros, indicated the <br /> residents of the City of Pleasanton were not notified that an <br /> abortion facility was coming into the City. She asked what the <br /> citizens could do to effectively oppose this facility coming into <br /> Pleasanton. Her main concern was the disposal of the materials. <br /> <br /> Mayor Mercer asked if this item would be coming to Council for <br /> approval and if the health department permits were approved. <br /> <br /> Mr. Swift explained that he did not know. <br /> <br /> Mayor Mercer explained that the County Health Department <br /> issues permits for the disposal of these types of materials. The <br /> City issues zoning permits but not health permits. The citizens <br /> could make a formal protest by requesting that the Planned <br /> Parenthood approval be brought to the Council and then three <br /> members of the Council would have to support the request for <br /> discussion. <br /> <br /> Ms. Acosta indicated that this was an allowed use for that <br /> area . <br /> <br /> Mr. Beougher explained that once a planning permit is given <br /> the applicant then has certain rights. <br /> <br /> Ms. Acosta stated that a County Health permit could be revoked <br /> if the conditions of the permit were not being met. She indicated <br /> that Planned Parenthood had informed her that it was planning to <br /> come to Pleasanton and they would be meeting with the Police <br /> Department and City staff in a few days. <br /> <br /> An unidentified speaker, read a letter that she had written to <br /> Mayor Campbell of the City of Concord regarding an abortion center <br /> in that city. She explained the hidden costs that could occur if <br /> a center was brought to this City (police protection etc.). She <br /> felt that the citizens should be aware of these financial factors. <br /> <br /> Dan Joritas, 2441 Kilkare Road, Sunol, stated that the price <br /> of freedom has never been cheap. <br /> <br /> Melba Foresberg felt that citizens should be able to come to <br /> their elected officials and appeal to them about the concerns of <br /> the community. She believed that there had been secret meetings <br /> that were held in violation of the Brown Act. She stated that <br /> there was not adequate notice to the citizens that this facility <br /> was coming to Pleasanton. She stated that there should be a two <br /> week continuance on any decisions so that the citizens could <br /> prepare arguments or else there would be a possibility that there <br /> would be a lawsuit filed against the City. <br /> <br /> 4/21/92 4 <br /> <br /> <br />
