REPORTS OF THE CITY MANAGER

Item 12a
Review of Visitors and Convention Bureau Fundinq

Tom Athenour, 2197 Eilene Drive, Chairman of the Convention
and Visitors Bureau Task Force (CVB), explained the process that
was taken in funding the CVB for $185,000 for the 1990-91 fiscal
year. He thanked the Task Force for its hard work in the reviewing
of funds. He asked for CVB funding in the amount of $118,000 for
the 1992-93 fiscal year. This is a thirty-six percent (36%)
decrease from last years budget request. This cut will not impact
the ability to market Pleasanton as a desirable location for
conventions, meetings, and visitors. They will continue to
emphasize advertising and marketing as key functions of the CVB.
He indicated that the CVB would not be able survive without the
funding from the City. The long-term benefits of increased
business would benefit the community through increased visitor
dollars. These dollars help support community activities and
increase revenue to the City through the eight percent (8%)
Transient Occupancy Tax (TOT) for each hotel room. Mr. Athenour
asked that this funding request be considered not only as a
investment in our business community but also as a long term
investment in the community at large.

Peter MacDonald, 450 Main Street, President of the Chamber of
Commerce, explained that the CVB is only taking seven percent of
the TOT instead of what was the anticipated amount of 25%. The
Chamber is making a major contribution to keeping the Convention
and Visitors Bureau operating. It has reduced CVB's rent by $650
per month. The Chamber of Commerce will also be handling
receptionist duties, and will relieve the CVBof any obligations to
participate in the Pasta Festival, yet the Chamber will be granting
$25,000 of the profits made. He explained the contributions that

3/17/92 20
