61 <br /> <br /> Randy Freeson, 675 St. John Street, representing Jess C. <br /> Spencer Mortuaries, indicated that after purchasing the property on <br /> First Street, the applicant contacted the closest residents and <br /> invited them to meet to discuss what was being planned to be built. <br /> Many of those residents responded. Mr. Freeson and Mr. MacDonald <br /> met with Ms. Bianchi and agreed to set up another meeting to <br /> address the concerns of the citizens in that area. The meeting was <br /> later canceled by Ms. Bianchi. <br /> <br /> Mr. Freeson further indicated that the mortuary would be <br />nicely landscaped and would be an attractive site when entering <br />Pleasanton. He gave Council a handout listing a breakdown of <br />categories covering the years 1989, 1990, and 1991. The listed <br />information included the number of families served by the mortuary, <br />the number of processions held, the number of trips made to <br />Livermore, and the number of funerals held only at the church. He <br />pointed out that the mortuary would not create a lot of traffic and <br />at the times that it would generate traffic, it would be at off <br />peak hours. The church property parking that was available to the <br />mortuary would be used on rare occasions. They make it a practice <br />to obtain off site locations for those services that would be <br />larger than their facilities are able to accommodate. Due to <br />financial constraints, it was essential to begin construction as <br />soon as possible. He asked Council to deny this appeal. <br /> <br /> Ms. Mohr asked Mr. Freeson if there had been any complaints <br />made bythe neighbors regarding the overflow parking on the street. <br />She also asked if the variance on the back side of the building <br />interfered with the ability to conduct business. <br /> <br /> Mr. Freeson answered there had not been any problems with the <br />on street parking. The setback was shared by the adjoining <br />property and there was enough space for restrooms to be placed <br />there. <br /> <br /> Mr. Butler asked if Mr. Freeson would agree to a condition <br />which prohibited a funeral procession from turning left when <br />leaving the property. He also asked staff if it objected to this <br />type of condition. <br /> <br /> Mr. Freeson answered he did not object to that type of <br />condition. <br /> <br /> Mr. Swift answered staff would have no objection. <br /> <br /> Mr. Mohr asked if a Livermore cemetery was the only cemetery <br />that would require them to use that route. <br /> <br /> Mr. Freeson replied yes.
