He referred to a chart and a map to point out where <br /> similar connections took place. He felt that the plan to connect <br /> the two neighborhoods seemed to be admirable and logical on the <br /> surface until it is learned that similar plans had been tried and <br /> failed in the past. <br /> <br /> Mary Green, 386 Sycamore Road, reiterated Ann Green's <br /> comments. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> <br /> Mr. Swift requested that Council give staff direction on all <br /> elements of the plan and then defer action on the General Plan or <br /> the Specific Plan so that the General Plan changes could be <br /> combined with those of Ruby Hill plan changes. These changes would <br /> be brought back to Council in March. <br /> <br /> Conditio~ A <br /> Includinq a ten-acre school facility or, if later determined not to <br /> be needed, then includinq a five-acre park and five-acres <br /> public/institutional uses on the School District property. <br /> <br /> Ms. Scribner asked what constituted the use of "Public and <br /> Institutional" use. <br /> <br /> Mr. Swift replied the Public and Institutional use was a <br /> designation in the General Plan that essentially allowed any kind <br /> of private or public facility or school (i.e. daycare center, <br /> preschools, nursing homes). <br /> <br /> Mr. Butler asked for clarification on the School District <br /> Master Plan. He understood that the City could not act on this <br /> because the site was still in the District's Master Plan. <br /> <br /> Mr. Swift stated that the School District had not finalized <br /> its Master Plan. He indicated that the property was listed on the <br /> City's General Master Plan as Low Density - Residential. <br /> <br /> Mr. Tarver did not support having a five acre park or a five <br /> acre public school in the middle of this project. He felt it was <br /> inappropriate to place a park there, but that there should be one <br /> in the general area. He referred to the School District's request <br /> to build 85 units on its property and stated that there should be <br /> no more than 74 units because the agriculture along Sycamore Road <br /> should be preserved. <br /> <br /> 2/4/92 <br /> <br /> <br />
