Zoninq for the property is R-1-6,500 Sinqle-FamilV
Residential District. (SR92:44)

Mr. Mercer declared the public hearing open on the
application.

Richard Davis, 2283 Sea Eagle Court, appeared to answer any
questions that the Council might have on this item.

Mr. Tarver asked if this application was just an addition to
what was already existing.

Mr. Davis responded that his request was to add 464 sq. ft. of
living area within the existing garage.

Linda Hughes, 2245 Sea Eagle Court, expressed her concern with
this item. She disagreed with the staff report which stated that
there would be sufficient parking and felt that there would be more
traffic caused by creating more living space. She stated that
neighbors have in the past been disturbed by the noise coming from
this particular home and this addition could intensify that. She
concluded that if there was an emergency which required medical
attention there may be limited access to that proposed structure.

Mr. Charles Huff, 4497 Shearwater Road, spoke in opposition
to this item. He indicated that his home was adjacent to Sea Eagle
Court. He was disturbed by the Planning Commission's comment that
Mr. Davis had a right to do this addition. He felt that the
neighbors should also have a right in the decision and hoped
Council would consider these issues.

Joan Meyers, 2280 Sea Eagle Court, agreed with Ms. Hughes' and
Mr. Huff's statements. She added the neighborhood had been abused
for years by Mr. Davis and felt that he had been abusing the use of
his business too.

1/21/92
5
