43

Karen Simon, 3841-C Vineyard Avenue, agreed withMr. Noreen on
the parking and noise issues. She felt that more accidents would
occur with the increased traffic. She concluded that opening the
street was not justified.

Allen Yaden, 3845 Vineyard Avenue, agreed with the previous
points made and added that there was a fence that runs
perpendicular to that road and if it wer~ eliminated, there would
be a blind spot created which could cause accidents.

Cindy Langsfeld, Pleasanton Greens, also spoke in opposition
of this item. She reiterated the concerns of the other neighbors.
She suggested the gate be placed back where it was before the
construction began on the other side of Royal Gardens.

David Walden, 3899 Vine Street, pointed out that he had read
the staff report and understood the difficulty with emergency
vehicles reaching certain units. He was very concerned with the
traffic safety in that area, should the street be opened and felt
that there would need to be some kind of control. He informed
Council that the Birch Creek Homeowners Association would not
support the alternative solution of making this a private street.

Paul Sorubi, 3841 Vineyard Avenue, reinforced the previous
statements and concerns in opposition to opening Vine Street.

Brian Broshaw, 269 Mavis Drive, explained that this would
create more traffic and on-street parking. He was concerned with
the safety and control of traffic. He urged the Council to leave
the gates closed but if the street must be opened he asked that the
City provide appropriate traffic and parking control measures.

Jim Bruno, 3929 Vine Street, stated that if the street were
opened it could cause traffic accidents on the corner of Birch
Creek.

Barbie Noreen, 3845 Vineyard Avenue, added that she agreed
with Mr. Bruno's concern and felt this could be a serious problem.

Debbie Santos, 3923 Vine Street, Birch Creek Commons, urged
the Council to keep Vine Street closed. She pointed out that
traffic on Vine Street cannot be seen from Birch Creek.

Rhonda Hempy, 3568 Vine Street, felt that the street should
not be opened for not only the noted reasons but also for security
reasons. She stated that all of the neighbors watch out for each
other's homes and for those coming in and out of their area. She
suggested creating an Old Vine Street and a New Vine Street to help
direct emergency calls. She agreed with the parking problems and
danger to children.

1/21/92
11
