7

There being no further testimony, Mr. Mercer declared the
public hearing closed.

Mr. Tarver asked staff if it knew how much land the City has
zoned for industrial versus business parks? Mr. Swift responded
that the land that is zoned for industrial is 317 acres and the
land that is zoned for business park is 918 acres.

Ms. Scribner expressed her concern with changingthe zoning to
allow retail along that corridor. She felt that there is not
enough light industrial in the City and it is necessaryto maintain
a balance. There are existing retail spaces that are not'rented
now that could accommodate this use. She believed that when a
general plan review is done, the Council should decide whether it
wants to rezone this area into a retail designation, as opposed to
doing it parcel by parcel.

Mr. Tarver was concerned with the third item in the staff
report regarding the study of a possible amendment to the General
Plan. He wanted to look at that item separately.

Mr. Tarvet asked if the Council was interested in changing
that strip of land from industrial to business park? He felt that
this land should be left as industrial and be looked at when the
General Plan amendment is done rather than at this time.

Mr. Butler stated that he thought it should be part of the
future General Plan study.

Ms. Mohr asked staff when the General Plan study will be
conducted?

Mr. Swift responded that staff is doing background studies at
this time and the formulation and possible changes will be coming
toCouncil in March or April to determine how to proceed.

It was moved by Mr. Tarver, and seconded by Ms. Mohr, that
Resolution No. 92-08 be adopted, upholdingthe appealand approving
the General Plan amendment to the Land Use Element designation of
the 0.92 acre site changing it from General and Limited'Industrial
to Business Park.

The roll call vote was as follows~
AYES: Councilmembers - Butler, Mohr, Tarver, and Mayor Mercer
NOES: Councilmember Scribner
ABSENT: None
ABSTAIN: None

It was moved by Mr. Tarver, and seconded by Ms. Mohr, that
Ordinance No. 1539 be introduced, to be read by title only and
waiving further reading thereof, approving the rezoning of a 0.92

1/7/92
7
