30 <br /> <br /> Item 4n <br /> Report of the Status on City Compostinq Proqram, Recyclinq <br /> Education and Measure D Invalidation <br /> (IR92:02) <br /> <br /> Mr. Tarver indicated that Measure D fees should no longer be <br /> collected because it was invalidated. He felt that to continue <br /> collecting these fees would be inappropriate and should stop. <br /> <br /> Ms. Scribner agreed. <br /> <br /> Mr. Roush stated that a public hearing is required to increase <br /> rates and that would apply in this situation also. He recommended <br /> that this item be placed on the January 21st agenda. <br /> <br /> Ms. Acosta added that it would take until March at the <br /> earliest for a rate reduction to appear on garbage bills. <br /> <br /> Item 4s <br /> 'Short-Term and Lonq-Term Goals to Provide Liqhted Sport Fields to <br /> Meet Existinq and Anticipated Liqhted Field Needs for Youth and <br /> Adult Sports (SR92:18) <br /> <br /> Mr. Tarver felt that the Sports Park should not be precluded <br /> from being evaluated for additional lighted fields. He understood <br /> that this item is sensitive, but felt that it was an incredible <br /> investment not to use. Although the Park and Recreation Commission <br /> removed the recommendation, he still believed that it should be <br /> considered. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Tarver, that <br /> Resolution No. 92-19 be adopted, approving Short-Termand Long-Term <br /> Goals to provide lighted sport fields to meet existing and <br /> anticipated lighted field needs for youth and adult sports, <br /> including the Sports Park. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 13.
