29 Item 12b First Quarter 1991-92 Financial Report (SR92:24) It was moved by Mr. Tarver, and seconded by Mr. Butler, that Resolution No. 92-18 be adopted, approving 1) an increase to General Fund revenue projections by a net $177,500 per Table 1; 2) an increase to General Fund appropriations in an equal amount of $177,500; and increase to 1990-91 General Fund carryovers by $37,000, and amending the 1991-92 Budget accordingly; and 4) an increase to 1990-91 Water Fund carryovers by $7,968, and amending the 1991-92 Budget accordingly. Item 12d Item 4f AdOpt Ordinance No. 1536, Amendinq Section I (Dart) of Ordinance 1524 and Sections 2.48.020, 2.48.030e 2.48.050 and 2.48.060 of the Pleasanton Municipal Code Concerning Notification To and Use of Local Professional Services Firms Ms. Scribner asked for clarification on the language of this item with regard to preference to local firms. Ms. Acosta replied that this Ordinance refers primarily to Public Works Consultants, but staff will apply this concept to other professional services that the City utilizes. She gave the example of the consultant hired for the Council's workshops. She stated that the language allows staff to define a project as being not routine and in order to avoid using the rotational list. Mr. Butler said that whenever it could be reasonably done, he would like to show preference to local firms. If there was a lack of competition or qualified firms in a particular area, then it would not make sense to try to apply that policy. He was pleased with the language as it was written but wanted it to be understood that it should be applied with judiciousness. Mr. Roush replied that the way the Ordinance was drafted, the fees have to be determined to be $20,000 or less and in the department head's opinion, the services would be considered routine in nature. Mayor Mercer suggested that this item be continued to the January 21st Council meeting for further discussion. 1/7/92 29
