29 <br /> <br /> Item 12b <br />First Quarter 1991-92 Financial Report (SR92:24) <br /> <br /> It was moved by Mr. Tarver, and seconded by Mr. Butler, that <br />Resolution No. 92-18 be adopted, approving 1) an increase to <br />General Fund revenue projections by a net $177,500 per Table 1; 2) <br />an increase to General Fund appropriations in an equal amount of <br />$177,500; and increase to 1990-91 General Fund carryovers by <br />$37,000, and amending the 1991-92 Budget accordingly; and 4) an <br />increase to 1990-91 Water Fund carryovers by $7,968, and amending <br />the 1991-92 Budget accordingly. <br /> <br />Item 12d <br />Item 4f <br />AdOpt Ordinance No. 1536, Amendinq Section I (Dart) of Ordinance <br />1524 and Sections 2.48.020, 2.48.030e 2.48.050 and 2.48.060 of the <br />Pleasanton Municipal Code Concerning Notification To and Use of <br />Local Professional Services Firms <br /> <br /> Ms. Scribner asked for clarification on the language of this <br />item with regard to preference to local firms. <br /> <br /> Ms. Acosta replied that this Ordinance refers primarily to <br />Public Works Consultants, but staff will apply this concept to <br />other professional services that the City utilizes. She gave the <br />example of the consultant hired for the Council's workshops. She <br />stated that the language allows staff to define a project as being <br />not routine and in order to avoid using the rotational list. <br /> <br /> Mr. Butler said that whenever it could be reasonably done, he <br />would like to show preference to local firms. If there was a lack <br />of competition or qualified firms in a particular area, then it <br />would not make sense to try to apply that policy. He was pleased <br />with the language as it was written but wanted it to be understood <br />that it should be applied with judiciousness. <br /> <br /> Mr. Roush replied that the way the Ordinance was drafted, the <br />fees have to be determined to be $20,000 or less and in the <br />department head's opinion, the services would be considered routine <br />in nature. <br /> <br /> Mayor Mercer suggested that this item be continued to the <br />January 21st Council meeting for further discussion. <br /> <br />1/7/92 <br /> 29 <br /> <br /> <br />
