23 <br /> <br /> Mr. Tarver referred to the handout that was given to Council <br /> regarding the highlights of a Regional Government Proposal from the <br /> Governor's office and the Office of Planning and Research. He <br /> stated that the Governor's proposal is something the cities are <br /> able to accept rather than what ABAG and Bay Vision 2020 has <br /> presented in terms of blueprints for the State. He indicated the <br /> proposal coordinates cities and counties rather than creating <br /> another layer of government. <br /> <br /> 10. MATTERS CONTINUED FOR DECISION <br /> <br /> Item 10a <br />An ordinance of the City of Pleasanton amendinqOrdinance No. 1336, <br />as amended, and Section 17.36.230 of the Pleasanton Municipal Code, <br />concerninq lapsinq of Growth Manaqement approval. <br /> <br /> Mayor Mercer asked Mr. Roush for clarification of the language <br />of this item and asked if a developer had a growth management <br />allocation in 1991, would it lapse January 1, 1993. Mr. Roush <br />answered that is what the current ordinance provides. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Butler, that <br />Ordinance No. 1538 be adopted, amending Ordinance 1336, as amended <br />and Section 17.36,230 of the Pleasanton Municipal Code, concerning <br />lapsing of Growth Management approval. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />11. LEGISLATIVE UPDATE REPORTS <br /> <br /> There were no reports. <br /> <br />12. REPORTS OF THE CITY MANAGER <br /> <br />Item 12c <br />House Size Issues for the Golden Eaqle Farms Development (SR92:26) <br /> <br /> Mayor Mercer stated that he would have to abstain from this <br />item because he worked for a corporation which has filed a $21 <br />million claim in the bankruptcy proceeding involving Golden Eagle <br />Farms. He then turned the meeting over Mr. Tarver, Vice Mayor. <br /> <br /> Mr. Tarver asked Ms. Acosta to present a brief report on this <br />item. <br /> <br />1/7/92 <br /> 23 <br /> <br /> <br />
