Ms. Mohr'squestion by stating that if there were to be light rail,
it would most likely be an aerial type. He then stated that the
steam train would only run two times a month, on Sunday. He
suggested that parking for this be placed between Neal and First
Streets. Mr. Churka referred to a overhead map indicating where
barricades would be placed across the tracks when not in use,
thereby allowing cars and trucks the right-of-way for crossing.
With regard to concerns about access to the senior housing, they
would like to place a grade crossing between the Park and the
senior housing area with electric, 11-person people movers for
which there are funds available. There would be a horizontal swing
out gate used when the train came through. The PUC has determined
what kind of crossing guards will be required for the street. The
tracks will be lined by rubber padded blocks of cement with metal
edges which creates a smooth ride, and in walking over them, you
would hardly know they were there.

Michael Snyder, 1530 Via Sorento, San Lorenzo, President of
'Pacific Locomotive Association, spoke in support of this project.
He stated the County is willing to extend its license agreement to
give them property rights into Pleasanton and now the next step is
the environmental study. He felt that Pleasanton is a natural
destination for their line.

Ms. Scribner asked if any consideration has been given to
using the Western Pacific right-of-way or the land adjacent
thereto.

Mr. Snyder replied it is their opinion that that.would not be
feasible because it would require crossing W.P.'s tracks if the
train were to go into the Fairgrounds area. That also would create
a problem going across Bernal Avenue. He further indicated that
the W.P.'s tracks aren't a particularly historical route. Their
philosophy is that they are a historical museum and prefer. to use
the original transcontinental route.

Ms. Mohr referred to Mr. Madden's report to the Council that
the passenger service historically had been on the Western Pacific
track. She asked if that was accurate.

Mr. Snyder said that he was not familiar with that. The most
recent regular passenger service was on Western Pacific which went
until 1970. He thought Southern Pacific discontinued its service
to Pleasanton in 1940.

Mayor Mercer remembered that in the early 1970's, they used to
"hold up" the S.P. train for charity donations.

Mark Manning, 117 Silvia Circle, spoke in support of this
item. He had recently moved to Pleasanton and chose this town
because it was the only "hometown" he was able to find that he

1/7/92
15
