193 <br /> <br /> Mayor Mercer pointed out that that is not what Measure M says. <br /> That is what had confused him. He was aware that Mr. Tarvet did <br /> not 'support Measure M. He felt that the City should do what <br /> Measure M directs. <br /> <br /> Mr. Butler stated that planning must be done to create <br /> parkland. The one approach used was not successful, therefore, <br /> another approach must be tried. <br /> <br /> Mayor Mercer responded to Mr. Tarver's concern regarding <br /> Growth Management. He asked Mr. Tarver to explain how he <br /> calculated the numbers he listed. <br /> <br /> Mr. Tarvet referred to the August-12, 1992 memo to Deborah <br /> Acosta from Scott Erikson regarding unbuilt units. The number of <br /> 1993 Growth Management units approved was 486 unbuilt units from <br /> prior years (before 1992). Including 1992, there are 1664 units or <br /> back-log, and currently there are 211 units under construction that <br /> were not counted in the 1664 units unbuilt. So, he added the 1664 <br /> unbuilt units and the 211 units under construction to come up with <br /> his total. <br /> <br /> Mayor Mercer pointed out that some of the 1664 units would <br /> never be built. He then indicated that Council approved 1799 units <br /> which included 486 for 1993. He stated that 88 units were taken <br /> out for the Chu project therefore, that reduced the approval for <br /> seven years down to 1799. <br /> <br /> Mr. Tarver stated that staff definea 1664 units as back-log <br />and 211 units under construction. He explained that he considered <br />the 211 units under construction as back-log because traffic and <br />school impacts were not being generated from these units yet. <br /> <br /> Mr. Butler pointed out that the effect of all of the units <br />could be measured, even if they are not yet built. <br /> <br /> Mayor Mercer suggested that this matter be placed on the next <br />agenda for further discussion. He stated that Council could direct <br />staff to purge the back-log units. <br /> <br /> Mr. Butler stated that the impacts of these units had already <br />been considered and he did not feel it was necessary to discuss <br />this any further. <br /> <br /> Frank Brandes, 6889 Corte Sonada, indicated that there was a <br />lot of confusion and that this information was important to many <br />people. He stated that the numbers that were approved at the <br />previous meeting only included those units in Growth Management. <br />This Council also allocated over 800 units for apartments, which <br />not included in Growth Management.
