192

It was moved by Mr. Butler, and seconded by Ms. Mohr,
authorizing expenditure of $5,000 for a mobile home rent study.
ordinance.

The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer
NOES: None
ABSENT: Councilmember Scribner
ABSTAIN: None

Item 8c
Growth Management Backloq

Mr. Tarver stated that he had read through the verbatim
minutes of the 6/23/92 City Council meeting. He did not find the
statement that he wanted a JPA instead of a park.

He asked that the status of unbuilt.housing units be put into
the record. He felt that Council should agree on the numbers, even
if it did not agree on the definition of back-log. He believed
that there are 211 units currently under construction; 1664 total
units that have been approved prior to 1992; 486 approved to be
developed in 1993; and 1729 to be built from 1993 to 1999. He
believed that there was an omission of 200 units that were given to
the School District.

Mayor Mercer stated that he did not remember talking about a
JPA as much as discussing a park. He explained that what he was
trying to get into the record was that there should be a park on
the Ridge. He did not recall Mr. Tarver supporting a park.

Mr. Tarver stated that he did support having a park on the
Ridge. He also supported the East Bay Regional Park District's
Master Plan when the 1986 General Plan Review was before Council.

Mayor Mercer stated that was why he got confused in having
Hayward, Alameda County and the Greenbelt Alliance involved in
discussions about having a park. He believed that East Bay
Regional Park District should be the entity involved in building a
park. He stated that.Mr. Tarver is still answering the question
the same as at the 6/23/92 meeting.

Mr. Tarver felt that he had tried to make it clear what he
wanted to see first was that Hayward, Alameda County and Pleasanton
agree that the Ridge ought to be designated in Pleasanton's General
Plan as parkland. Once that was done, an acquisition program could
be set up in making a park and making it a reality. The first step
is agreeing on what the designation should be.

8/18/92 14
