175 <br /> <br />She explained that when staff prepares a report regarding subjects <br />like this, many times it makes sense on paper to take a certain <br />action, but when Council reviews matters like this, it considers <br />the matter in others ways and must listen to the neighbors. She <br />gave credit to those who spoke this evening for the minority point <br />of view. She agreed that the wall should not be removed. <br /> <br /> Mr. Tarver believed that the wall should remain in place. He <br />hoped that this would not have to be heard again at any future <br />meetings, although it was possible. Mr. Tarver felt that all <br />neighborhoods are special. He said that those who spoke for the <br />minority point of view made some good points and should not be <br />overlooked. However, he believed that more damage would be done if <br />the wall was removed therefore, did not support the request to <br />remove the wall. <br /> <br /> An unidentified speaker asked Council what would it take to <br />this a permanent wall for the safety of the neighborhood. <br /> <br /> Mr. Tarver agreed that this wall should be rodesigned for <br />safety. He was not sure what mechanism could be practiced to <br />legally stop this matter from being reconsidered at a later date. <br /> <br /> Mayor Mercer reiterated the Council's policy in considering <br />and reconsidering items such as this matter. He did not believe <br />that a Councilmember should be denied the choice to reconsider any <br />item at any time. Mayor Mercer stated that Council could direct <br />staff to develop a safer design .for the wall and study the <br />intersection of Black and Santa Rita Road regarding the Alisal <br />School access. <br /> <br /> Ms. Mohr stated that staff would be studying the Valley Avenue <br />and Santa Rita Road intersection. She requested staff to include <br />an analysis of the Black Avenue and Santa Rita Road intersection <br />for pedestrian safety. <br /> <br />7.
