146

5. MEETING OPEN TO THE PUBLIC

Reservation Fees of Softball Complex

Pat Mitchell, 602 Blossom Way, Vice-President of the Girls
Softball League, explained that last year she reserved the Adult
Softball Complex for $450.00, which included the cost for field
preparation, a field monitor and lights. This year Ms. Mitchell
was charged $2000 for the tournament. She was not aware that there
were user fees of $30 per hour per field. She spoke with Ms.
Bengtson, Director of Parks and Community Services, and was told
that this year's price was incorrect because Ms. Mitchell was
granted the commercial rate in error. After meeting with Ms.
Bengtson, it was decided that the charge per hour could be reduced
from $30/hour to $8/hour per field (total $1000). Ms. Mitchell
asked that Council reduce this fee to $500 for this year. She
explained that the tournament is not used as a fundraiser.

Mayor Mercer said that he spoke with Ms. Mitchell before this
meeting and suggested that she request this through Council. This
item would normally be heard by the Park and Recreation Commission
but its meeting date would be not be early enough because the
tournament is on the August 1st.

It was moved by Mr. Butler, and seconded by Ms. Mohr, that
Resolution No. 92-151 be adopted, finding that this matter arose
after the agenda was prepared and adding the matter the agenda.

The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Tarver and Mayor Mercer
NOES: None
ABSENT: Councilmember Scribner
ABSTAIN: None

Mayor Mercer asked Ms. Bengtson to explain the fees that are
charged for the use of the Sports Park.

Ms. Bengtson explained that when sport groups use the soccer
and Little League fields there is no fee because those fields are
not operated as a business. All users of the Softball Complex are
charged a fee and that is what the budget for that facility is
based on. The Girls Softball League is being charged the approved
"City programs" or "sponsored" fee for the complex.

Mr. Butler asked what the different rates were.

Ms. Bengtson explained that the City programs and sponsored
programs is $8 per hour per field with lights. If the lights were
used it would be an additional $8 per hour.

7/21/92 4
