109 <br /> <br />City of Hayward and the City of Pleasanton wanted this area as open <br />space then they should buy it. A more logical solution to the <br />dilemma regarding the pending litigation would be for the City of <br />Pleasanton to work with the property owners and East Bay Regional <br />Park District to negotiate the purchase of the property for <br />accessible, useable parkland as dictated by Measure M. EBRPD has <br />money and has been trying to buy land on the Ridge for years. Any <br />negotiated agreement for parkland for the Ridge could be taken back <br />to a Ridgeland Review Committee and then through the Measure M <br />process. The Mayor believed that the citizens of Pleasanton did <br />not support development in the Ridge but they did want useable, <br />accessible parkland. <br /> <br /> Mayor Mercer read the City of Hayward's Council minutes <br />regarding that Council's not supporting a JPA. He believed that it <br />was logical for the East Bay Regional Park District to assist in <br />the purchase of this land. <br /> <br /> Mr. Tarver stated that a lot of the people who voted for <br />Measure M were seeking the guarantees that it offered them but the <br />property was in Alameda County's and the City of Hayward's Sphere <br />of Influence. He believed that the City of Pleasanton needed to <br />show some leadership and negotiate with the City of Hayward and <br />Alameda County with no preconceived notion of a JPA. He did not <br />agree that the EBRPD should be involved because at this point the <br />discussion was on land use issues between three jurisdictions. <br /> <br /> Mayor Mercer believed that the property owners should be in <br />the discussions. He suggestedthat the City of Pleasanton act as <br />a liaison between EBRPD and the property owners to see if there is <br />a way to buy the Ridge for a park. He did not understand why the <br />EBRPD was being left out of these negotiations. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Scribner, to <br />meet with the City of Hayward and Alameda County to discuss working <br />together to come up with a plan for the Ridgelands. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, to <br />amend Mr. Tarver's motion to have the Mayor initiate discussions <br />between the City of Hayward, Alameda County, East Bay Regional Park <br />District and a representative of the property owners in discussions <br />regarding a plan for the Ridgelands. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Scribner, and Mayor Mercer <br />NOES: Councilmember Butler and Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />6/23/92 9 <br /> <br /> <br />
