110

Item 7b
Council Representation on the City and County of San Francisco
Property Steerinq Committee (SR92:263)

Mayor Mercer explained that at the previous Council meeting
Ms. Scribner suggested that one of the existing Councilmembers
should be on the San Francisco Property Steering Committee since he
and possibly Ms. Mohr would not be on Council after November 3,
1992. He agreed to step down and let Ms. Scribner take his place.
Later that evening after the Council meeting Mayor Mercer spoke
with Ms. Mohr and Ms. Mohr indicated she would step down so that he
could stay involved.

Mr. Tarver objected to having any of the Councilmembers on the
Steering Committee. He believed Council should not move ahead on
this Specific Plan until the General Plan Review as completed.

It was moved by Ms. Mohr, and seconded by Mr. Butler, to
substitute Mayor Mercer for Councilmember Mohr as one of the two
Council representatives on the City and County of San Francisco
Property Steering Committee.

The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner and Mayor Mercer
NOES: Councilmember Tarver
ABSENT: None
ABSTAIN: None

Item 7c
ADDrOVal Of City Council Policies and Operating Procedure~
(SR92:265)

Mayor Mercer requested that the Ethics section listed on page
I also be included in the Conflict of Interest Code. He felt that
any potential Councilmember should have a complete understanding as
to this issue.

Mr. Roush stated that there is a provision listed in the
Municipal Code regarding ethics. There will also be a revised
Conflict of Interest Code available soon for Council consideration.

Mayor Mercer then referred to Page 15, and askedMr. Roush to
define the meaning of item "i". He also referred to Page 18, Item
3, Representation of City Position, and explained that this was
very difficult at times to practice. He believed that this was too
stringent and did not allow enough flexibility.

Mr. Tarver agreed.

6/23/92 10
