110 <br /> <br /> Item 7b <br /> Council Representation on the City and County of San Francisco <br /> Property Steerinq Committee (SR92:263) <br /> <br /> Mayor Mercer explained that at the previous Council meeting <br /> Ms. Scribner suggested that one of the existing Councilmembers <br /> should be on the San Francisco Property Steering Committee since he <br /> and possibly Ms. Mohr would not be on Council after November 3, <br /> 1992. He agreed to step down and let Ms. Scribner take his place. <br /> Later that evening after the Council meeting Mayor Mercer spoke <br /> with Ms. Mohr and Ms. Mohr indicated she would step down so that he <br /> could stay involved. <br /> <br /> Mr. Tarver objected to having any of the Councilmembers on the <br /> Steering Committee. He believed Council should not move ahead on <br /> this Specific Plan until the General Plan Review as completed. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Butler, to <br /> substitute Mayor Mercer for Councilmember Mohr as one of the two <br /> Council representatives on the City and County of San Francisco <br /> Property Steering Committee. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner and Mayor Mercer <br /> NOES: Councilmember Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 7c <br /> ADDrOVal Of City Council Policies and Operating Procedure~ <br /> (SR92:265) <br /> <br /> Mayor Mercer requested that the Ethics section listed on page <br /> I also be included in the Conflict of Interest Code. He felt that <br /> any potential Councilmember should have a complete understanding as <br /> to this issue. <br /> <br /> Mr. Roush stated that there is a provision listed in the <br /> Municipal Code regarding ethics. There will also be a revised <br /> Conflict of Interest Code available soon for Council consideration. <br /> <br /> Mayor Mercer then referred to Page 15, and askedMr. Roush to <br /> define the meaning of item "i". He also referred to Page 18, Item <br /> 3, Representation of City Position, and explained that this was <br /> very difficult at times to practice.
