106

It was moved by Mr. Butler, and seconded by Mayor Mercer, that
Ordinance No. 1564 be adopted, approving the amendment to the
Pleasanton Municipal Code regarding adjustment to Council salaries.

The roll call vote was as follows:
AYES: Councilmembers Butler and Mayor Mercer
NOES: Councilmembers Mohr, Scribner, and Tarver
ABSENT: None
ABSTAIN: None

Ms. Mohr explained the process taken by the State in adjusting
the Council's salaries. She stated that the State Legislature
bases the increases on the size of the City.

Mr. Tarver pointed out that he felt that a bad precedent was
being set by taking a ten percent (5% for 1992 and 5% for 1993)
increase in salary when the City is making significant budget
reductions. He supported giving the money back to the City budget.

It was moved by Ms. Mohr, and seconded by Ms. Scribner, that
Resolution No. 92-133 be adopted, denying the amendment to the
Pleasanton Municipal Code regarding adjustment to Council salaries
and the $3000 in this year's budget towards the purchase of
children's books for the library.

The roll call vote was as follows:
AYES: Councilmembers Mohr, Scribner, and Mayor Mercer
NOES: Councilmember Butler and Tarver
ABSENT: None
ABSTAIN: None

7. SPECIAL AND INFORMATION REPORTS

~tem 7a
Discussion Reqardinq Participation in Neqotiations for a Ridqel~ds
Joint Powers Agreement with Alameda County and the City of HaVwar~
(SR92:264)

Elaine Tolari, President of the West Pleasanton Property
Owners Association, stated that the Association belongs in
Pleasanton and thought that this would be possible someday. They
were hoping that a resolution would have occurred by this time.
The Property Owners Association continues to believe that it was in
its interest and the interest of Pleasanton to resolve the future
of this area. They did not believe that a new level of government
such as a Joint Powers Authority was necessary or desirable. They
are willing to cooperate and work with those people who still want
to bring this area into the City of Pleasanton. They hope that the
process which had been started would continue.

6/23/92 6
