104 <br /> <br /> Mr. Butler supported the request for Growth Management for <br /> this project because there would soon be a better process created. <br /> <br /> Mayor Mercer commented that Council was only approving the <br /> project to apply for Growth Management. It was not promising that <br /> this project would receive Growth Management by allowing the <br /> developer to apply. <br /> <br /> Mr. Tarver believed that if Council did not agree with the <br /> Growth Management policy then it should be rescinded and stop <br /> making exceptions each year. Mr. Tarver stated that the developer <br /> could have made changes to the project months ago. If the rules <br /> were followed then developers would come to agreements with the <br /> neighbors before Growth Management approval. <br /> <br /> Mr. Butler was sympathetic to Mr. Tarver's comments but stated <br /> that there was no mechanism to move forward in changing the policy <br /> at this time. <br /> <br /> Ms. Mohr agreed that the policy currently used did not address <br /> the "real world" for Council to accommodate. She felt that there <br /> should be a better plan for the Growth Management process but, in <br /> the meantime this proposal should be considered for this year. <br /> <br /> Mayor Mercer commented that the process by which developers <br /> are allowed to apply for Growth Management was not as important to <br /> him as the decision of how many get to build and at what locations. <br /> He believed that if the Growth Management needed to be changed, <br /> then the changes should be made rather throwing the whole process <br /> away. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Scribner, <br /> denying the request of Marsh/Smith Associated for 1993 Growth <br /> Management Program Consideration for PUD-91-3, Castlewood Heights. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Scribner and Tarver <br /> NOES: Councilmembers Butler, Mohr, and Mayor Mercer <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> It was moved by Mayor Mercer, and seconded by Ms. Mohr, that <br /> Ordinance No. 1567 be introduced, to be read by title only and <br /> waiving further reading thereof, approving the request of <br /> Marsh/Smith Associated for 1993 Growth Management Program <br /> Consideration for PUD-91-3, Castelwood Heights. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr and Mayor Mercer <br /> NOES: Councilmembers Scribner and Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 6/23/92 4 <br /> <br /> <br />
