116 <br /> <br /> Mr. Higdon stated four parking spaces would be eliminated per <br /> block. <br /> <br /> There was general discussion between Council and staff on the <br /> street curb sizes, number of parking spaces and sidewalk widths. <br /> There was questions by Council on trees and street lighting as <br /> well. <br /> <br /> Ms. Scribner felt that after hearing all of the discussions <br /> this evening there was no consensus as to what was expected for <br /> Main Street. She suggested that there be more discussions and <br /> meetings with all of those involved before Council making a final <br /> decision. <br /> <br /> Ms. Mohr asked if the "budget crisis" was expected to effect <br /> the reconstruction. <br /> <br /> Ms. Acosta stated that the majority of the funding for the <br /> Main Street reconstruction was from gas taxes and therefore, it <br /> should not be affected by the budget. But in the case the <br /> reconstruction began and staff came upon any significant problems, <br /> then she would need to come back to Council for direction as to <br /> where to get the monies. If there was a desire by Council to <br /> extend this reconstruction process then staff would recommend that <br /> the process not begin next spring. The water and sewer issues are <br /> at point to be resolved. Ms. Acosta indicated that staff could <br /> bring this issue back to Council with a better idea of what Main <br /> Street look like but Council would need to take action before July <br /> or else the reconstruction would not be able to be conducted in the <br /> spring of 1993. <br /> <br /> Mr. Higdon agreed with Ms. Acosta's timeline. <br /> <br /> Mr. Tarver believed that Council should proceed with the <br /> project because not everyone will be satisfied. <br /> <br /> It was moved by Ms. Mohr that the identified problem trees be <br /> removed and all new trees be placed on-the sidewalks. <br /> <br /> The motion died due to lack of second. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Scribner, to <br /> accept staff recommendation to remove certain trees on Main Street <br /> that were identified as "problem" trees. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Scribner, and Vice Mayor <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: Mayor Mercer and Councilmember Butler <br /> <br /> 6/23/92 16 <br /> <br /> <br />
