113 <br /> <br />When presented, the plan was only conceptual and since that time <br />staff has taken that concept and applied it along Main Street in <br />order to give Council an idea of what it would look like and how <br />the plan would work in terms of travel lanes, parking lanes and <br />sidewalk dimensions. <br /> <br /> Since the plans have been drawn a couple of issues have come <br />about. Planning has followed Council's direction from the last <br />meeting and has shown the street trees in the parking lanes. <br />However, members of the Pleasanton Downtown Association Board and <br />Chamber of Commerce has expressed concern with planting street <br />trees in the parking lane and would prefer the trees be planted in <br />the sidewalk, as the existing trees are. The staff report gives <br />the pros and cons for the location of street tree planting. <br /> <br /> Another issue that had come to staff's attention was the <br />requirement for the Foothill H.S. band competition and parade. <br />Initially, the parade officials indicated to the Downtown Task <br />Force that they would be willing to use Peters Avenue for the <br />parade. Staff has had subsequent discussions with these officials <br />and they have strongly expressed their preference to remain on Main <br />Street. Staff has included an option, listed in the staff report, <br />to widen the street on the block from north of St. Mary to south of <br />Division, by pulling the street trees into the sidewalk and <br />providing 45 foot of clearance that the competition needs in that <br />location. <br /> <br /> Ms. Mohr asked that if the trees were not in the street, would <br />the question as to the width of the street exist? <br /> <br /> Mr. Iserson answered that the curb to curb measurement would <br />be the main determining factor but the street trees, as well as the <br />corner returns which bulbouts, need to be looked at. The plan that <br />staff has developed would take out the street trees in the one <br />block where it is critical for the parade. <br /> <br /> Brian Swift added that the typical section at the bulbout is <br />about forty feet from curb to curb. The travel lanes, and in some <br />cases the left turn pocket, goes through there. The corner bulbs <br />would have to be pulled out further to get 45 feet to allow the <br />band to use the entire street (Option 3) which is designed to meet <br />the 45 foot clearance. <br /> <br /> Mr. Tarver and Ms. Mohr wished clarification on the standards <br />listed in the Staff Report, due to an inaccuracy in Option 3. <br /> <br /> Roger Higdon explained that the extra line was actually taken <br />up to the edge of the parking lane and it should have gone to the <br />furthest extent of the corner. It would be from the furthest <br />extent of the curb return on both sides of the street and would <br />provide the 45 feet. <br /> <br />6/~3/9~ 13 <br /> <br /> <br />
