82

5. MEETING OPEN TO THE PUBLIC

David Glenn, 5650 Foothill Road, Preserve Area Ridgelands
Committee, explained that at the May 5, 1992 City Council meeting
he spoke regarding the lot line adjustment on the Garms property.
He explained the history of this adjustment and his concern of
preserving a spring on the property. He stated that the applicant,
on June 5, completed installation of a approximately 2,000 gallon
storage tank near the spring and made storage facilities
connections near his home. On June 6, 7, and 8 he ran his
generators and pumped for many hours, absorbing the entire output
of the spring. On June 11, Lyn Sorenson discovered that her well
which is supplied by the spring, was dry. Ms. Sorenson was not
notified. He then referred to excerpts of the May 5, 1992 minutes
regarding the applicants conditions to the lot line adjustment.
Mr. Glenn requested that this violation be referred to the Planning
for review.

Mayor Mercer asked if this matter should be referred to the
Planning Commission.

Mr. Swift stated that this matter had been referred to the
Planning Commission and that Mr. Glenn should receive his notice
this week. The meeting is scheduled for the first meeting in July.

Wayne Masten, 4235 Hayford Court, was concerned with the
excessive speed of the traffic in his neighborhood. He explained
that because the traffic backs up at Valley and Mohr Avenues,
drivers cut through his neighborhood. He stated that he was
referred to the Traffic Committee and was told by Mr. van Gelder
that there were no plans for placing additional signs in that area.
He pointed out that there were elderly persons and children who
crossed the streets in his neighborhood who have been placed in
danger. He understood that the police department had been
patrolling parts of the area. Mr. Masten suggested that four-way
stop signs be placed at Mohr Avenue/Kolln and Morganfield/Kolln.

Mayor Mercer explained to Mr. Masten Council was unable to
take action on this request because it was not on the agenda.
Mayor Mercer asked that this be placed on the next City Council
agenda.

Gary Purnall, Via de los Milagros, asked if Council would
consider having each Council meeting televised on the community
channel. He believed that it would inform more citizens, which
would result in more participation and feedback from the community.

Mayor Mercer explained that Mr. Purnall would have to request
this from the cable company not City Council. He agreed that it
would be a good idea but Council did not make that decision.

6/16/92 4
