67 <br /> <br /> Mr. Swift explained that the area is surplus right-of-way. It <br />could be extended to the property east to make an intersection. He <br />was not aware any having plan to landscape this area. Mr. Swift <br />indicated thatMr. Partridge could landscape this area if he wished <br />as with any right-of-way. <br /> <br /> Mr. Partridge felt that he should not be the one responsible <br />for landscaping this area. He believed that Mr. Beratlis, the <br />developer, should have done so. <br /> <br /> Ms. Acosta suggested that this item be placed on a future <br />agenda so that staff could prepare a report for Council. <br /> <br /> Mayor Mercer suggested that Ms. Acosta and Mr. Partridge meet <br />to discuss this matter before the matter came back to Council. If <br />the matter could not be resolved by the City Manager, then it could <br />be brought to Council. <br /> <br /> Mr. Partridge also shared his concern regarding the traffic on <br />Montevino and Hearst Drive. He appreciated the new stop signs <br />which were recently placed on Hearst Drive but requested that <br />another sign be placed at the top of the hill near his home. <br /> <br /> Mayor Mercer requested the Chief of Police, Bill Eastman, to <br />add additional patrol to that area. He explained that it would be <br />difficult to place a stop sign in the middle of a street. <br /> <br /> Mr. Butler requested a point of personal privilege to respond <br />to Mr. Cordtz's accusations that he avoided making decisions. He <br />stated that he was elected to make decisions and resented being <br />unable to participate in the Downtown issues because of regulations <br />of the Fair Political Practices Commission. <br /> <br /> Mayor Mercer stated that he owned stock in Community First <br />National Bank, and was unable to participate in the Downtown <br />issues. He explained that the Fair Political Practices Commission <br />(FPPC) has stated that he cannot vote on these issues due to his <br />stock ownership in Community First. Mr. Mercer told Mr. Cordtz not <br />to accuse others of trying to avoid things when he is trying to <br />avoid paying his property taxes. <br /> <br />6/2/92 13 <br /> <br /> <br />
