37 <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 92-99 be adopted, to establish the City's Fee <br />Policy; and amending Resolution No. 90-131, General Financial <br />Policies, to incorporate text referring to the Fee Policy as a <br />separate, additional policy document. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Mr. Butler, and seconded by Ms. Mohr, that <br />Resolution No. 92-100 be adopted, setting forth the new Master Fee <br />Schedule, incorporating the recommended fee changes; and rescinding <br />Resolution No. 77-123 and all amendment thereto. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6c <br />Adjustment to Cit~ Water Connection Fees (SR92:219) <br /> <br /> Mr. Mercer declared the public hearing open on the item. <br /> <br /> There being no testimony, Mr. Mercer declared the public <br />hearing closed. <br /> <br /> Ms. Mohr inquired if there were some way to adjust the fees by <br />using the Consumer Price Index or some other market-based <br />adjustment. <br /> <br /> Ms. Acosta responded that staff will be reviewing the fees <br />every two years and this is the first phase. <br /> <br /> Mr. Tarver questioned the phasing concept. He did not like <br />the idea of penalizing the next people down the road. Ms. Acosta <br />replied that one could look at the situation as viewing the glass <br />as half empty or half full. Staff tried not to raise the fees too <br />much. She reminded Council that there are two more steps, <br />reviewing the growth management fee, capital improvement fee and <br />facilities needs. <br /> <br /> Mayor Mercer indicated agreement with the philosophy that new <br />residents should pay for new facilities. <br /> <br />5/19/92 5 <br /> <br /> <br />
