36 <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Tarver, that <br /> Resolution No. 92-98 be adopted, overruling the protest and <br /> confirming the Downtown Pleasanton Advisory Board's annual report <br /> and budget, including the levy of a six month assessment for 1992 <br /> (July through December) and an annual assessment in January 1993. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 6b <br /> Adoption of a Fee Policy and a New Master Fee Schedule to Reflect <br /> Chanqes to Existing Fees and Implementation of Appropriate New Fees <br /> (SR92:215) <br /> <br /> Mr. Mercer declared the public hearing open on the matter. <br /> <br /> There being .no testimony, Mr. Mercer declared the public <br /> hearing closed. <br /> <br /> Mr. Tarver indicated he did not like to charge the public for <br /> copies of Council agenda and reports. He appreciated the need to <br /> cover the costs but the public should have free access to these <br /> materials. <br /> <br /> Mayor Mercer asked what the current practice was. <br /> <br /> The City Clerk indicated there was currently a subscription <br /> fee for regular mailing of the Agenda and Minutes, however, anyone <br /> who came to the Clerk's Office could pick up an Agenda, Minutes, <br /> and Staff Reports at no cost for the current meeting. A photocopy <br /> fee was charged for older staff reports. Ms. Ezidro further <br /> indicated only two or three requests for Council packet <br /> subscriptions had been received. <br /> <br /> Mr. Butler had a question about the Engineering fees. Ms. <br /> Acosta responded that the fees were based on routine services and <br /> staff tried to relate the service received to the fee charged. <br /> <br /> Mayor Mercer inquired whether expediting services could allow <br /> a reduction in charge. Ms Acosta indicated staff is already <br /> working on streamlining the various processes. <br /> <br /> Ms. Rossi indicated a complete analysis of activities and time <br /> spent on each service provided was done by the consultant to insure <br /> the accuracy of the fees charged. <br /> <br /> 5/19/92 4 <br /> <br /> <br />
