46 <br /> <br /> Mayor Mercer asked if you took 650,000 sq. ft. of commercial <br /> were removed from the corner of Bernal and East Stanley (the Auf <br /> der Maur piece) and to rezoned to residential, would that have a <br /> positive impact on any of the intersections. Mr. van Gelder said <br /> yes. <br /> <br /> Mr. Butler asked what were the results of this model as far as <br /> Valley and Santa Rita. Mr. van Gelder indicated traffic came down <br /> to .87, which is in LOS D. The Valley Avenue and Stoneridge Drive <br /> intersection was acceptable as well. <br /> <br /> Ms. Mohr indicated the Valley/Santa Rita intersection is the <br /> one that really troubles her, because it seems the whole west side <br /> of Livermore is using it as freeway access since Livermore doesn't <br /> provide an interchange. Originally, she had assumed that was <br /> Livermore people coming into Hacienda, when in fact it is people <br /> passing through to get to Oakland and Walnut Creek, etc. It <br /> appears there is a 15 year build out time frame. Within that time <br /> wouldn't E1 Charro and Highway 84 be completed for these people to <br /> use. <br /> <br /> Mr. van Gelder indicated the only proposal for Highway 84 is <br /> the Isabel extension by Livermore, where it would be widened, but <br /> it would not provide an improved interchange at 580. The only <br /> thing that would do the total job is the proposed toll road and/or <br /> if the County could provide a funding plan to do 84 there. The <br /> construction of E1 Charro will be determined by when Lone Star and <br /> Kaiser finish their mining operations and go into some other kind <br /> of activity. <br /> <br /> Mr. Mercer indicated the Program Committee for Measure B has <br /> all projects listed as the number one priority. The Committee is <br /> recommending three tiers (1) those projects already funded and <br /> under way, i.e. 1-580/I-680 (2) those projects where funding is <br /> available and the environmental part of the process is going on, <br /> and (3) those projects which are. Route 84 is unfunded. <br /> So it is a long way off. <br /> <br /> Mr. Mercer asked if either Option 2 or 5 would work. Mr. van <br /> Gelder responded that with a reduced Hacienda project, either would <br /> work. <br /> <br /> Mr. Tarver inquired why we need to proceed with this now <br /> instead of as part of the General Plan review, which is scheduled <br /> to start soon. <br /> <br /> Mr. Owens responded that the last mitigation approved by <br /> Council on April 7th was one in a long series of mitigation that <br /> were necessary on a project by project basis at Valley/Santa Rita <br /> or Hopyard/Owens. Because the wind-up of NPID is here now, it is <br /> an appropriate time in view of the fact that all of the mitigation <br /> that we have commissioned to build are built.
