45 <br /> <br />the above-mentioned external traffic generators. We believe this <br />is in the best interests of all of Pleasanton's residents and for <br />the economic benefits pointed out in the staff report. <br /> <br /> As further good faith proof of Hacienda's efforts to keep <br />traffic at a minimum, Prudential is offering to reduce its current <br />authorized average FAR from approximately .47% to .40% of the <br />remaining developable land in Hacienda. This figure would approach <br />nearly one million square feet if the Council accepts our request. <br />We are requesting that Council direct staff to bring back a <br />modification to Hacienda's PUD that treats the Business Park as an <br />approved project under either Options 2 or 5 of the staff report. <br />We would also request that we review the Phase I and Phase II <br />development agreements in hopes of incorporating them into one <br />agreement and extending the time period, since the Phase I <br />agreement runs out in 1996. There are very few other NPID projects <br />that are not built out and we would hope that should they wish to <br />make the same request to Council, that they would offer to reduce <br />its allowable FAR's by some similar amount as Hacienda is offering <br />to do. We thank you for your consideration and would answer any <br />questions you might have. <br /> <br /> Mr. Butler indicated he understood that Mr. Owens was only <br />speaking for Prudential when he suggests that they would reduce the <br />allowable FARby about 15%. Mr. Butler asked if Mr. Owens knew of <br />any other developments willing to do that. Mr. Owens indicated he <br />could not answer specifically for them, but Signature Center would <br />have a difficult time using all of their allowable FAR under <br />current business conditions. Good business judgment would result <br />in their agreeing to a similar reduction. <br /> <br /> Mayor Mercer asked for clarification that Prudential would <br />reduce Hacienda by one million square feet if Option 2 or 5 were <br />selected. Mr. Owens agreed. Mr. Owens further clarified that <br />Option 2 is a viable option at this time because it would involve <br />the General Plan LOS conditions remaining in effect, whereas Option <br />5 would require an amendment to the General Plan to allow Hacienda <br />to be treated as an approved project under the LOS .91 condition. <br /> <br /> Mr. Butler asked if an analysis had been done that verifies <br />that if Option 2 were followed, LOS D would not be exceeded. <br /> <br /> Bill van Gelder, Traffic Engineer, indicated that when total <br />city build out, with all of the developments in addition to North <br />Pleasanton was examined, there were three intersections that did <br />not work. Two intersections, Hopyard/Owens and Hopyard/eastbound <br />off ramp of 580, were slightly over the LOS D. In that regard, <br />once the Measure B funded flyover is built, which will prevent an <br />exit at Hopyard from southbound 680 (traffic would go to Hacienda <br />Drive or continue south and get off at Stoneridge). The problem <br />areas at Hopyard and 580 would be alleviated by that rerouting. <br />This would not create problems at any other intersection. <br /> <br />5/19/92 13 <br /> <br /> <br />
