It was moved by Ms. Mohr, and seconded by Mr. Butler, that Resolution No. 92-93 be adopted, defining the process for Council consideration of development projects which have had significant modifications proposed after Planning Commission review. He explained that the City is spending money on several other programs (i.e. $3,000,000 on the Alameda County Solid Waste Management Board and $1,300,000 on Composting). He felt that this particular composting program was not a good use for the money. It was moved by Mr. Butler, and seconded by Scribner, to deny participation in the Alameda County Home tomposting Bin Cos~- Sharing Program.
