22 <br /> <br /> Judith Bettencourt, 2918 Kilkare Road, Sunol, reminded the <br /> Council that when the Ridgelands Committee first started, it was <br /> before the vote on Measure M and all work had begun before Measure <br /> M. She served on the Residential Committee and was very frustrated <br /> because things that should have been considered were not. They were <br /> told that it was out of their jurisdiction or guidelines. <br /> Regardless of the outcome of Measure K, the Council would still <br /> have the problem that a portion of the land is within the City <br /> boundaries of Hayward. <br /> <br /> Frank Lehne, 5466 Foothill Road, spoke in opposition to <br /> participating in a Joint Powers Agreement. He felt that Council <br /> should follow through with the original plan so that Pleasanton <br /> could continue to control that land. <br /> <br /> Pat Stillman, 2934 Kilkare Road, Sunol, stated that if Measure <br /> K were to pass, it would destroy the park. She indicated that <br /> Council had the choice and urged it to make the right choice. <br /> <br /> Jocelyn Combs, East Bay Regional Park District, Board of <br /> Directors, 4443 Second Street, commented that she was the person <br /> who had suggested a JPA at the Status Quo Sub-Committee and that it <br /> was never discussed by the full Committee. She also suggested it <br /> to the Executive Committee and was told that it could not be <br /> discussed there either because it was not part of the Majority <br /> Report that was presented by the full Committee. She said that <br /> this was not a property rights issue. She pointed out that <br /> Pleasanton had no jurisdiction in the Ridgelands even with a Sphere <br /> of Influence. <br /> <br /> Melanie MacGregor, 6546 Arlington Drive, asked that neither <br /> Measure M nor property rights be ignored. Regardless of the <br /> decision this evening, Measure K remained on the ballot and <br /> property rights remain at status quo. Beginning exploration of the <br /> JPA would not taint the election but it would provide the <br /> leadership that the citizens deserve by placing their trust in the <br /> Council. <br /> <br /> Harvey Scudder, 7409 Hansen Drive, Dublin, Prof. Microbiology, <br /> Emer., spoke in favor of preserving the Ridge and open space. He <br /> expressed his concern about ruining this land. He explained the <br /> damages done in other areas after development occurred on open <br /> space. He asked that Council consider not making a short-term <br /> decision. <br /> <br /> Dagmar Fulton, 4019 Peregrine Way, took exception to those <br /> people who claim they were speaking as a citizen and then other <br /> times as an official. She felt that an official should not speak <br /> as a citizen.
