21

Mayor Mercer felt that Mr. Evanoff was tainting the election
process by going public and saying that this was going to happen.

Mr. Evanoff was not willing to say that he would agree to a
delay in the litigation until after the election.

Margaret Tracy explained that she has lived in Livermore for
35 years and enjoyed looking at and walking on the Pleasanton
Ridge. It is a regional resource and it has a unique woodland
found no where else in this area. She encouraged Council to work
with other jurisdictions in the public interest, consider the area
as a regional resource and try to resolve it for a large ridgeland
park.

Becky Dennis, 838 Grey Fox Circle, asked Council to allow the
City to enter into the discussion of the settlement. The proposal
could give Pleasanton residents what they originally asked for.
She said that Measure M did not indicate that Council could not
pursue or explore a settlement until after the vote of the
Ridgelands Committee's recommendations. She believed that the
Committee's will was not a policy making one but it was advisory to
the voters. She felt that Council would deny the voters
information about alternatives for the Ridgelands if it did not
send'a representative to negotiate.

Paul Corrado, 1519 Fairview Court, Vice-Chair of Executive and
Full Committee's, askedMr. Tarver why he asked for this item to be
placed on the City Council's Agenda.

Mr. Tarvet answered that he felt that it was an alternative
that needed to be examined and he hoped that the majority of the
Council would share that view point.

Mr. Corrado asked if Mr. Tarver was aware that this type of
alternative was examined by the Ridgelands Committee.

Mr. Tarver answered no.

'Mr. Corrado stated that this type of alternative was rejected
for the same reason the Committee rejected zoning, because of the
possibility of change. He felt that this was not a good proposal
at"this time and that Council should allow the citizens to vote on
Measure K first.

Peggy Purnell, 2474 Via de Los Milagros, spoke in favor of
sending a representative to investigate the settlement proposal.
She believed that it was owed to the voters to review alternatives
and give the citizens what they were asking for. She explained
that Measure M was a Council sponsored initiative that did not
work. Measure M was a very misleading and misrepresented itself to
the voters.

5~5/92 21
